Chautauqua County Sheriffs Office History

June 9th 1949
Letter from Sheriff Clarence D. Bell to Board of Supervisors, Chautauqua County- Sheriff Bell requests 2 patrol cars and 4 additional men for creation of road patrol. Request is based on fact that at that time all counties in western New York have patrols with exception of Allegheny County. Sheriff Bell further recommends that Chautauqua County have afternoon and night patrols only.
Cost breakdown:

Cars………………..$2,000.00 each (2)
Salaries…………....$181.00 per month, per man (4)
Uniforms…………...$150.00 per man, per year
Operating Costs…..$60.00 per month, per car
Total Cost (1st Year)………$14,728.00

Sheriff Bell further states that patrol is essential as traffic is increasing and after July 1st, 1949 the law allows 16 year old drivers to drive all hours of day instead of sun up to sun down. The cars would not only help in traffic but would check petty thieves and other crimes.

July 8th 1949
Resolution #657 is tabled by the Board of Supervisors
Resolved, That effective January 1st, 1950, the Sheriff of Chautauqua County be, and is hereby authorized to employ four additional full time Deputy Sheriff's for the purpose of patrolling the County roads of Chautauqua County……
Further Resolved, That the Sheriff's and Jail Committee be, and it hereby is directed and authorized to secure bids for the purchase of two radio equipped patrol cars..

August 8th 1949
Resolution #657 Authorizing Sheriff to Employ 4 Patrol Deputies and Purchase Two Cars is called from the Table and Adopted.

January 17th, 1950
First Arrests recorded by Sheriff's Road Patrol.
Arrest # 1- Execution of Warrant from Lakewood for
Issuance of Bad Check.
Arrest made by Deputies Trippy and Edwards.
Arrest # 2- Execution of Warrant from Erie, Pa. for
Forgery. Arrest made by night patrol, Deputies Keifer
and Villafrank.
Arrest # 3- Deputies Keifer and Villafrank, while transporting
their prisoner (forgery), hear broadcast from Jamestown police
for A.W.O.L soldier giving license plate number of soldiers car.
As the deputies are driving from Falconer to Mayville with their
prisoner they spot soldiers car parked at farmhouse in South
Stockton. They stop and arrest the soldier and held for Army
authorities.

February 2nd, 1950
Sheriff Clarence Bell appoints 81 deputy
sheriffs in county. 39 deputies named to
regular positions and the remaining 42
are special assignments.

May 15th, 1950
Volunteer mounted patrol established to "augment" the foot and motor
patrols of the Sheriff's Office. A.E. Putney of Jamestown presented the
concept based on similar unit in Erie County for 10 years prior. A.E. Putney
named captain and commander of 16 member mounted division.
First public appearance made at Shrine Parade in Jamestown and later at the
Jamestown Memorial Day Parade.

Previous to the year 1822, Sheriffs were appointed by the Council of Appointment.
